Achieving legal residency and employment authorization in Vietnam involves navigating a multi-agency administrative matrix governed by the Ministry of Public Security (MPS), the Ministry of Labour, Invalids and Social Affairs (MOLISA), and the Ministry of Foreign Affairs (MOFA). While Vietnam is widely perceived as an accessible destination for initial tourism, establishing long-term, compliant residence carries substantial recurring procedural costs and regulatory burdens. This article examines the statutory framework of the Law on Entry, Exit, Transit, and Residence of Foreigners; the work permit certification rules under Decree No. 152/2020/ND-CP, Decree No. 70/2023/ND-CP, and Decree No. 219/2025/ND-CP; the fee structures established by the Ministry of Finance; and the transactional overheads of document legalization, medical examinations, and border renewals.
